Pakistans 45 F-16 Fighter Jets Being Upgraded in Turkey: Pakistan Air Force Chief


Chief of Air Staff Air Chief Marshal Rao Qamar Suleman has appreciated the role of police in war against terror, Geo News reported on Thursday.

Talking to media after a ceremony in police lines Islamabad, Air Chief said that 45 F-16 fighter gets are being upgraded in Turkey. He added that new squadrons of F-16 and JF-17 thunder planes would be constituted in March.He informed that PAF have 21 JF-17 thunder jets in final stage while nine are being manufactured.

Earlier, addressing the passing out ceremony as chief guest, Air Chief Marshal stated that sacrifices of police for the country would not go waste, adding that police and armed forces are fighting against the war on terror hand-to-hand.

He was optimistic that terrorism would be eliminated from the country.

Turkey Orders 30 F-16C Block 50s etc. for $2.9B



US DSCA (Defense Security Cooperation Agency) notified Congress of a possible Foreign Military Sale to Turkey of 30 more F-16C Block 50 aircraft, as well as associated equipment and services. The total value, if all options are exercised, could be as high as $2.9 billion. This sale is in addition to Turkey’s $1.1 billion upgrade program for its existing F-16 fleet, which aims to bring all of its aircraft to a common configuration. More than 200 F-16 aircraft currently make up the backbone of Turkey’s current fighter fleet, and this marks the 52nd follow-on buy of F-16s by 14 repeat customers. Over 4,300 F-16s have been delivered to 24 nations. Turkey is one of 5 countries that has built F-16s locally (USA, Belgium, Netherlands, South Korea, Turkey), and the final Turkish F-16 under this contract will be delivered in 2013. Turkey’s rival Greece recently bought 30 F-16 Block 50/52 Plus aircraft. While the Hellenic Air force has decided to pass on the option for an additional 10 F-16s and delayed consideration of new fighters beyond 2011, Turkey joined the F-35’s production planning phase in 2007. If they decide to continue, production orders will be placed; meanwhile, the Government of Turkey is moving ahead with its F-16 fleet expansion plans.

May 23/11: Turkish Aerospace Industries, Inc. (TAI) and Lockheed Martin unveil the first of 30 new Turkish-built F-16 Block 50 fighters, in ceremonies today at TAI’s facility near Ankara.
The delivery is early – it was supposed to happen in July.
Dec 24/09: Lockheed Martin Corp., Fort Worth, TX receives a $7.2 million contract to incorporate Engineering Change Proposal 2746 and buy 35 wide angle raster heads up display units for Turkey’s most recent “Peace Onyx IV” order of F-16 aircraft. At this time, the entire amount has been committed under management of the 312th AES/SYK at Wright-Patterson Air Force Base, OH (FA8615-07-C-6034).
Dec 11/09: Lockheed Martin Corp. in Orlando FL receives a $118.3 million contract from Turkey for AN/AAQ-33 Sniper ATP and 3rd generation AN/AAQ-13 low altitude navigation and targeting infrared for night (LANTIRN ER) pods. At this time, $59.1 million was obligated. The 448 SMG/PKHCB at Robins Air Force Base, GA manages this contract on Turkey’s behalf (FA8522-10-C-0002).

The Sept 29/08 DSCA request, listed below, was for 30 Sniper ATP and 30 LANTIRN pods. The new LANTIRN ER navigation pods are upgraded versions that include terrain-following radar, a 3rd generation mid-wave FLIR, enhanced image signal processing and increased image quality, and design improvements to reduce cost of ownership.

July 22/09: ITT Corporation announces that its AIDEWS system has successfully completed software development activitie, as proven by successful completion of the Design Verification Test (DVT), and subsequent acceptance of the final Operational Flight Program by the USAF.
The hardware development was already complete, and AIDEWS systems have been delivered since 2005, to “multiple F-16 international customers,” with an initial software version designed for pilot familiarization and training. This final software version is being formally released by the U.S. Air Force, in preparation for retrofit installs to existing F-16 international customers beginning in early 2010.
Feb 27/09: ITT Corporation announces that it has has won a $99.8 million competitive award to supply its AIDEWS advanced electronic warfare systems and linked countermeasures dispensers for the Turkish Air Force’s 30 new F-16 Block 50Ms. Under the contract, ITT will modify the Turkish Air Force mission systems and deliver associated spares, support equipment, training, engineering services, and data.
AIDEWS (AN/ALQ-211v4) has already been integrated into F-16s flown by Chile, Oman, Pakistan, and Poland. This contract is managed through Warner Robins Air Logistics Center at Robins Air Force Base, GA, and delivery of the systems will begin in 2010. See ALQ-211 family datasheet [PDF].




Feb 25/09: Lockheed Martin Corp. of Fort Worth, TX receives a $797.1 million contract modification to provide 14 F-16C and 16 F-16D Block 50 aircraft to the Government of Turkey.
At this time, $682.2 million of Foreign Military Sales funds has been committed. The 312 AESG/SYKA at Wright-Patterson AFB manages the contract (FA8615-07-C-6034, PZ0005).
Feb 23/09: General Dynamics Armament and Technical Products announces a 5-year, $39 contract from Lockheed Martin for F-16 Ammunition Handling Systems (AHS). The initial order is $8.9 million, covering guns that will equip Turkey’s 30 new F-16C/D Block 50s, and Morocco’s 24 new F-16C/D Block 52s. Final assembly will be performed at GDATP’s Saco Operations facility in Saco, Maine, with testing and program management performed at the company’s Burlington Technology Center in Burlington, VT. Deliveries will begin in April 2010.
The General Dynamics F-16 Ammunition Handling System utilizes a closed-loop, linkless feed system, giving it greater ammunition capacity than previous designs and eliminating potential damage from ejected ammunition casings. The system is combined with GDATP’s M61A1 20mm Gatling gun.
Sept 29/08: The US DSCA announces [PDF] Turkey’s official request to buy 30 AN/ Sniper Extended Range Targeting Pods, and 30 AN/AAQ-13 LANTIRN Extended Range Navigation Pods. Turkey would also receive containers, flight tests, integration, digital cartridge interface, spare and repair parts, and other forms of support.
While the pods were not mentioned in the original DSCA request, the numbers strongly suggest a connection with the new F-16s. The estimated cost is $200 million, and Lockheed Martin Missile and Fire Control Company in Orlando, FL will be the prime contractor. While Turkey is a Muslim country, its defense forces are regular customers for Israeli equipment; unlike Pakistan or Saudi Arabia, therefore, RAFAEL/Northrop Grumman’s LITENING surveillance and targeting pods would have been a competitive possibility.
Implementation of this proposed sale may require the assignment of U.S. Government and contractor representatives to Turkey for integration efforts, and the purchase will require U.S. government and contractor personnel for conduct annual, one-week Program Management Reviews in Turkey. These things usually take longer than some of the short-term missions they suggest.
Feb 29/08: Lockheed Martin Aeronautics of Fort Worth, TX received a contract for $6.2 million as part of Turkey’s buy of 30 F-16 aircraft. This is a foreign military sales procurement to incorporate items included in the May 2007 Letter of Offer and Acceptance’s (LOA) amendment 1. At this time $4.7 million has been obligated. Wright-Patterson Air Force Base, OH issued the contract (FA8615-07-C-6043 P00003).
Dec 7/07: Northrop Grumman Systems Corp., of Linthicum Heights, MD received an indefinite-delivery/ indefinite-quantity and firm-fixed price contract for $730 million covering up to 54 AN/APG-68v9 radar systems. These radars are standard in F-16 C/D aircraft.
The first delivery order under the contract covers 30 radar systems for the government of Turkey, which will be accomplished under the firm fixed price portion of the contract and obligate $36 million. Wright-Patterson Air Force Base, OH holds the contract (FA8615-08-D-6035, D001).
July 27/07: Lockheed Martin Aeronautics Co. in Fort Worth, TX received a firm-fixed-price contract for $186.9 million “for the purchase of thirty (30) F-16 Block 50 aircraft, along with associated support equipment, alternative mission equipment, and support elements for the Government of Turkey’s Under Secretarial for Defense Industries for the Peace Onyx IV F-16 Block 50 Aircraft Procurement Program.” This effort supports foreign military sales to Turkey. At this time, $110.1 million has been obligated.
Discussions with Lockheed reveal that the DefenseLINK wording is misleading. The contract covers only long-lead items, parts/equipment that require a longer time to acquire; the rest of the contracts will be finalized over the next 12-18 month under the arrangements set out in the May 2007 LOA. Solicitations began April 2007, negotiations were completed in July 2007, and work will be complete January 2009. May 11/07: Lockheed Martin announces that the governments of Turkey and the United States have signed a Letter of Offer and Acceptance (LOA) for the sale of 30 additional F-16 Block 50 aircraft to Turkey. The new aircraft include the same systems being installed on Turkey’s existing F-16 fleet as part of an on-going upgrade program. At the conclusion of these two programs, therefore, all Turkish F-16s will be in a common, advanced configuration.
The total LOA value for the 30 aircraft and equipment is approximately $1.8 billion; Lockheed Martin and its supplier base will receive approximately $1.1 billion of this amount. Final assembly and delivery of the aircraft will be performed at TUSAS Aerospace Industries (TAI) in Turkey, furthering the longstanding business relationship between Lockheed Martin and TAI.
Sept 28/06: The DSCA notifies Congress that the Government of Turkey has requested new F-16s, along with system integration and testing, software development/integration, test sets and support equipment, simulation units, link pods, spare and repair parts, publications and technical data, maintenance, personnel training and training equipment, U.S. Government and contractor representatives’ program support services, contractor engineering and technical support services, and other related elements of logistics support.

$1.1B to Upgrade Turkish F-16 fleet



The Turkish and US governments signed a letter of offer and acceptance (LOA) on April 26/05 for the $1.1-billion modernization of 117 Turkish Air Force F-16s to a common avionics configuration. December 2006 saw a $635.1 million contract under that framework issued to Lockeed Martin.
The upgrade will create a common avionics configuration for the service’s fleet of F-16 Block 40 and 50 aircraft. More than 200 F-16 aircraft make up the backbone of Turkey’s current fighter fleet. Systems to be integrated on Turkey’s upgraded F-16s include:
  • The AN/APG-69(V)9 radar that is currently being installed on new F-16 Advanced Block 50/52 aircraft

  • Color cockpit displays

  • The Modular Mission Computer and new avionics processors

  • The Joint Helmet-Mounted Cueing System (JHMCS)

  • The Link 16 datalink

  • New identification-friend-or-foe (IFF) transponders

  • AN/AVS-9 night-vision goggles

  • Upgraded navigation systems; and

  • BAE Systems’ AN/ALQ-178(V)5+ electronic-warfare (EW) system, mounted internally, with radar-warning and jamming capabilities for aircraft self-protection

The aircraft will also be modified to accept new missile systems of unspecified types; some potential candidates include the AIM-9X Sidewinder, AIM-120 AMRAAM, and MBDA Meteor.
The deal will be conducted under the US Foreign Military Sales (FMS) program, with Lockheed Martin in Ft. Worth, TX serving as principle contractor, although the actual modification of the aircraft will be performed by TUSAS Aerospace Industries in Ankara, Turkey. TUSAS is currently the focus of a Turkish defense industry consolidation plan sponsored by the Turkish government.
Political Background
In all probability, this program’s cost and scope will end Turkish inquiries concerning the Eurofighter Typhoon as a bridge between its current F-16 fleet and the J-35 Joint Strike Fighter scheduled to arrive around 2015. Turkey had also been complaining about levels of local work share and technology transfer in a number of defense deals with the United States; presumably, the work done by TUSAS was enough to address this.

The Turkish decision on Incirlik was a step toward improving relations with the United States that were strained when Turkey refused to allow the 4th Infantry Division to invade Iraq from Turkish territory in March 2003.

Turkey’s Fighter Future?
June 23/08: The USAF is modifying a firm fixed price contract with Lockheed Martin Aeronautics of Fort Worth, TX to update the current Peace Onyx III contract/baseline, which is a comprehensive hardware and software aircraft modernization to the Turkish Block 30 C/D, 40 C/D, and 50 C/D aircraft. This not-to-exceed $18 million. effort supports foreign military sales to Turkey. At this time $9 million in FMS Funds has been obligated. The Aeronautical Systems Center, 312 AESG/PKA at Wright-Patterson Air Force Base, OH manages the contract (FA8615-05-C-6002 P00021).
Sept 26/07: Boeing subsidiary McDonnell Douglas Corp. received a $10 million order against a previously issued Basic Ordering Agreement (N00019-05-G-0026) for the integration and test support for the Turkish Peace Onyx III F-16 Integration and Test Program for the Government of Turkey under the Foreign Military Sales Program. Work will be performed in St. Louis, Mo. and is expected to be completed in December 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
Dec 22/06: Lockheed Martin Corp., in Fort Worth, TX received a $635.1 million firm-price-incentive contract modification. This effort will provide for 216 modification kits for 76 F-16 Block 50, 103 F-16 Block 40, and 37 F-16 Block 30 aircraft for the Turkish Air Force (TuAF). The effort also includes flight testing, training, technical support and sustainment activities.
This contract continues work started under an initial contract signed in July 2005, based on an agreement signed between the governments of Turkey and the United States in April 2005; at this time, total funds have been obligated. Solicitations began May 2005, negotiations were complete November 2006, and work will be complete February 2016. Work will occur primarily at the Lockheed Martin Aeronautics facility in Fort Worth, TX and at Tusas Aerospace Industries in Ankara, Turkey. Turkish Aerospace Industries (TAI) To Develop New Indigenous Modernization Kits and Mission Computers For F-16s



Turkey’s military aircraft giant Turkish Aerospace Industries (TAI) is set to develop new indigenous modernization kits and mission computers.
Upgrades will be applicable to all the F-16 Block 40 fighters of the Peace Onyx III and Block 50 fighters of the Peace Onyx IV programs, as well as the Block 30s that were acquired earlier. TAI plans to market the upgrades for export to other countries.

Previous news about TAI and Aselsan’s joint attempts to produce indigenous mission computers have been clarified by TAI insiders. Latest reports indicate that the companies have finalized their technical consultations with the MOD and industrial suppliers as of the end of January and the project has been given green light in order to equip Turkey’s vast fleet of F-16s with newly developed indigenous sensors and weapons such as Aselpod navigation and targeting system, various missiles and high-precision munitions produced and/or currently under development in Turkey.
 
Project aims to upgrade all of Turkish Air Force (TurAF) F-16s with indigenous mission computers, software and avionics in order to pave the way for the installation of an Aselsan-developed AESA radar by 2015.
Hardware for the avionics upgrade will be exclusively manufactured by Aselsan, while TAI will tackle the development of millions of lines of highly specialized software. Upgrades will be performed by the same team that performed C-130 modernization and software team mostly consists of experienced engineers who have worked on the Anka UAV development program. Upgraded aircraft will look somewhat similar to existing Peace Onyx exterior configurations, except with specific EW-E/O sensor additions and pylons capable of launching ’Made in Turkey’ guided munitions.




Integration of indigenous systems on aircraft of Lockheed Martin origin is known to be a difficult undertaking. TAI and Aselsan’s take on the project and F-16s “nationalization” at the Block 50 level is expected to offer Turkey a wide window of export and ‘transfer of technology’ (TOT) opportunities thanks to the F-16s widespread popularity around the world. 
Turkey will be able to sell these countries comprehensive modernization packages like the CCIP, individual sensors and weapon systems like targeting pods and missiles, as well as “nationalization” opportunities with direct TOT.
Turkey’s ‘special status’ with the F-16 comes from its existing place among the world’s top three users of the aircraft, previous manufacturing and export experience with the Falcon (to Egypt), as well as Turkey’s long-standing partnership and commitment in the F-35 JSF program.
Some Turkish defence analysts suggest that Turkey’s newfound ability to nationalize the F-16 is simply a means for compensating the country for not being given F-35 source codes, despite the longstanding NATO member’s commitment for an initial batch of over 100 F-35s.

Pakistan Air Force Chief Outlines Modernization Plans



Pakistan is negotiating with the U.S to purchase more Lockheed Martin F-16s in addition to the ones which they already have. In the same time Pakistan is developing its defense manufacturing capabilities in order to reduce its dependency on U.S.
Air Chief Marshall Rao Qamar Suleman announced the purchase while attending an air chiefs’ conference. Rao was asked how many aircraft does Pakistan want and he declined to specify a number, but said that all purchases are still in the negotiating stage and nothing is sure.
During 2006 the U.S. Congress agreed on giving Pakistan 28 F-16C/Ds under an excess defence articles scheme. Recently, Pakistan received the first 14 of 28 and according to Rao there is no information when these aircraft will arrive.
At the moment Pakistan’s Air force has a total of 63 F-16/S (45 A/Bs and 18 C/Ds). All of the A/Bs are scheduled to go through a midlife upgrade in order to become C/D aircraft. At the moment the first three of all A/Bs are undergoing the upgrade at Turkish Aero Space Industries (TAI). Rao expects that all of the aircraft will be upgraded by 2013/14. Rao added that four other F-16s were sent to the U.S for technical verification in order to develop the upgrade kits for TAI.
Pakistan is allied not only with the U.S, but also with China which allows them to produce JF-17 fighters at the Pakistan Aeronautical Complex in Kamra. The fighters are jointly developed by Pakistan and China.
Rao stated that since he became chief of air staff, he has put a lot of efforts in increasing Pakistan’s manufacturing capability of defensive installations. This is very important for the country’s future, because it will allow it to become independent of the sanctions and embargoes which U.S has set on it.
The 2nd squadron of JF-17s will become flyable by the end of the March and will simultaneously phase out all Nanchang A-5s ground attack aircraft which Pakistan bought from China.
According to Rao, The Chengdu F-7s and Dassault Mirages will also be replaced by the JF-17s due to the fact that these planes have aged way too much to be safe to fly and in the same time usable in modern warfare. Rao was also asked about the datalinks which will connect F-16s and JF-17s. He responded that Pakistan is working on developing its own solution for this problem. The datalink will be able to send information from the JF-17 to a ground station and from there via special interface the information will be transferred to the F-16s.
Pakistan doesn’t only have various fighter types, but also different models of early warning and control aircraft. At the moment the country has three Saab Erieye aircraft and is expected to receive a fourth one by the mid of 2011. The first Shaanxi ZDK-03 is expected to arrive in the same time. Pakistan has ordered a total of four of these aircraft. Pakistan also has major requirements for its UAVs. The Italian Selex Galileo Falco UAV are currently being used in Pakistan and the government has agreed with the company to manufacture some UAVs in Pakistan which will allow them to export them through the local market. The production of these aircraft is expected to being in 2011.

Pakistan Air Force Squadron No. 5 Recieves New F-16s Block 52+

One of Pakistan Air Force’s (PAF) historical squadrons which was until now equipped with Mirage aircraft has gone through a big change as new F-16 C/D Block 52+ aircraft were inducted. A ceremony for the 5th Squadron was held at the PAF’s base Shahbaz in Jacobadad. Many important guests attended like Chief of Army Staff General Ashfaq Pervez Kayani and Chief of Air Staff Air Chief Marshal Rao Qamar Suleman.

The Squadron color was presented to the commander of the squadron during the ceremony and later on a formation of F-16 Block 52 and Mirage aircraft presented a fly-past. Gen Kayani praised the PAF for its efforts in the war against terrorism. Pakistan’s army has been battling terrorism since 2004 and since then a lot of operations have been conducted thanks to the support of the PAF.


Air Chief Marshal Suleman held a speech about the future development of the Air Force and how the first decade of the 21st century has seen PAF transform into a modern and fierce force. The focus of PAF is to back off form the traditional threat-based development and instead try to develop the enhancement of their capabilities. PAF has done a lot to cover all air-warfare areas and be able to overcome any challenges.
The induction of Block 52 F-16s, aerial re-fuellers, multi-layered air defence system and the air borne early warning the PAF has enhanced its capabilities to respond to any threats which the nation may face.

Pakistan Trying To Get More Used F-16s From USA

Pakistan is trying to purchase used F-16 fighter jets from the United States to enhance its air capabilities, diplomatic sources told.

“We will take as many as they are willing to give,” said a diplomatic source when asked how many of these aircraft Pakistan was seeking.

In 2006, the US Congress agreed to give Pakistan 28 F-16C/Ds under its EDA or excess defence articles initiative. Fourteen of these aircraft have already been delivered.

These are the same that Pakistan purchased from the United States in the 1980s but EDA equipment is almost cost-free. Some of these aircraft are used for extracting serviceable parts for the existing fleet while those fit for overhauling are inducted into the air force. “Because of the disparity with India, our needs are huge,” said the diplomatic source. “Ideally, we should buy new F-16s but the current economy does not allow us to pay $40-50 million a piece.”


The F-16 Fighting Falcon is a lightweight, compact fighter aircraft designed to perform a wide range of military missions. More than 4,000 F-16s have been or will be produced for 24 nations worldwide.

Meanwhile, the US media quoted Air Chief Marshal Rao Qamar Suleman as saying that while negotiating with the US for more aircraft, Pakistan was simultaneously developing its defence manufacturing capability to reduce its reliance on America.

According to these reports, he told an air chiefs` conference in Melbourne, Australia, that he had made a concerted effort to increase the manufacturing capability of Pakistan`s defence industry because the country has been subject to sanctions and embargoes in the past.

When asked about data links to tie F-16s to JF-17s, Air Chief Marshal Qamar said that Pakistan was working to develop its own solution.

“We have Link 16 on the F-16s. We will not fiddle with Link 16 and not have direct linkages [between the JF-17s] with the F-16,” he said. Pakistan also has different types of airborne early warning and control (AEW and C) aircraft.

Besides AEW and C aircraft, the air force chief said, “We are talking to some western companies about tankers too.”

When asked if Pakistan would like to be part of the Chengdu J-20, fifth-generation fighter programme, the air chief said: “We don`t have any involvement in this development so far. This seems to be an indigenous effort and we will keenly watch it. Obviously, China is a very good friend.” But it will be years before the J-20 becomes operational in the Chinese air force, he added.

India has decided against considering fighter jets manufactured by The Boeing Company and Lockheed Martin Corporation for a $11 billion order and is narrowing down its choice to two European-made planes- France's Dassault Rafale and the Eurofighter Typhoon.

 
Boeing’s F/A-18 Super Hornet and Lockheed Martin’s F-16 Super Viper – both of which are powered by General Electric engines – lost out to two European airplanes that are still under consideration by the Indian military. GE Aviation was expecting to see a healthy order flow if either of the U.S. competitors was awarded the contract.

Pakistani F-16s Beats RAF Eurofighter Typhoons During Air Combat Exercises In Turkey

Pakistani pilots flying modernised versions of the 1970s-vintage F-16 Falcon fighter have beaten the RAF's brand-new Eurofighter Typhoon superfighters during air combat exercises in Turkey, according to a Pakistani officer.




The RAF Typhoon, formerly known as the Eurofighter, should nonetheless have been vastly superior in air-to-air combat whether BVR or close in within visual range (WVR). The cripplingly expensive, long-delayed Eurofighter was specifically designed to address the defects of its predecessor the Tornado F3 – famously almost useless in close-in, dogfighting-style air combat. The Typhoon was meant to see off such deadly in-close threats as Soviet "Fulcrums" and "Flankers" using short-range missiles fired using helmet-mounted sight systems: such planes were thought well able to beat not just Tornados but F-16s in close fighting, and this expectation was borne out after the Cold War when the Luftwaffe inherited some from the East German air force and tried them out in exercises.

Thus it is that huge emphasis was placed on manoeuvring capability and dogfighting in the design of the Eurofighter. The expensive Euro-jet was initially designed, in fact, as a pure fighter with no ground attack options at all – bomber capability has had to be retrofitted subsequently at still more expense. Despite lacking various modern technologies such as Stealth and thrust-vectoring the resulting Typhoon is generally touted as being one of the best air-to-air combat planes in the world right now. Certainly it is meant to be good in close fighting: it is armed with the Advanced Short Range Air to Air Missile (ASRAAM) which as its name suggests is intended for the close WVR fight.

Perhaps the account above is simply a lie, or anyway a bit of a fighter pilot tall story. But the pilot quoted will be easily identifiable inside his community if not to the outside world, and he could expect a lot of flak for telling a lie on such a matter in public. It seems likelier that the story is the truth as he perceived it: that the RAF's new superfighter was thrashed in the very type of combat it is supposed to be best at by a 1970s-era plane, albeit much modernised.

It's always possible, as the anonymous Pakistani pilot suggests, that the problem was with the crews. It may be that RAF pilots simply don't know how to fight close-in. During the many years when they had no other fighter than the lamentable Tornado F3 (the Typhoon only reached front line service a few years ago) they may have lost the institutional skillset required for dogfighting with short-range missiles.

But in general when the British forces perform badly it isn't because of a lack of skills and training. It's far more normal for them to be let down by their kit. Based on this account, the Typhoon is actually worse than an F-16, and as a result an export Flanker or Fulcrum equipped with Archer missiles would beat it easily in WVR combat.

It would appear that the Eurofighter's last remaining selling point compared to modern US-made stealth fighters which cost the same or less (or for that matter vastly cheaper ordinary non-stealth fighters like the F-16, F-18 Hornet etc) now has something of a question mark over it.

No F-16C/D's For Taiwan





The sale of 66 American F-16 fighter jets to Taiwan, which would cause fury in Beijing, now appears unlikely to go through, according to sources. Taiwan has repeatedly asked Washington to agree to sell it the advanced fighters, citing the need to counter the growing military strength of China, which views the island as a breakaway province.

China cut off ties with the United States military for most of last year to protest against an American arms package for Taiwan. Sources following the issue said Washington would probably opt against the F-16 sale.
