Iran's Big Little Fleet


Iran announced that they have put another three of their Ghadir class submarines into service. This is another example of Iranian resourcefulness in the face of embargoes. Since 1996, when Russia agreed to stop selling them submarines, Iran has been working on their own designs. After ten years of trial and error they produced the 115 ton Ghadir (Qadir) class vessels in 2005. Iran claims to have a fleet of 17 of these small diesel electric subs in their arsenal and no less than four have been shown together and photographed. The Iranians are not releasing specification sheets to anyone but Ghadirs look very similar to the Italian made Cosmos SX-506B, submarines that Columbia has operated since the 1980s. The 100-ton SX-506Bs are only large enough to carry commandos and mines. However released news footage shows what looks like to be two torpedo tubes on the Iranian Ghadirs. The Iranians claim that the Ghadirs carry torpedoes.
It should be remembered that Cosmos exported a number of larger vessels to Pakistan in the 1990s. Dubbed the SX-756 they may have been the design basis for the Ghadir. It should also be acknowledged that the North Korean Sang-O class submarine closely approximates the Ghadir type. In 2007 North Korea gave Iran, outright, four of its Yugo-type midget submarines. These Yugos were well worn 90-ton 21 meter (65 foot) craft but Iran accepted them all the same.
A one-off design, dubbed the Nahang, was produced in 2006. At about 500-tons it is the same size as and closely resembled the old German Type-206 class. The Type 206s were produced in the 1960s for operations in the confined shallows of the Baltic. Denmark, Norway, Germany, and now Indonesia used variants for forty years. The Type 206’s size enabled it to carry eight torpedo tubes with no reloads. The Iranian version does not seem to be a success and little has been seen of this craft.
Under construction is what will be the third indigenous Iranian design. Laid down in 2008, the Qaaem will be a 1,000 ton craft and historically should be large enough to handle a full set of torpedo tubes along with a reload. They could be the possible replacement for Iran’s Kilos. The Kilo platform has a lifespan of 30-years and they are more than halfway there. But Iran has a mixed record when it comes to warship construction and the Ghadir boats are reported to be troublesome to use and not safe. The Iranians are enthusiastic about having more subs, but developing that capability is very expensive and time consuming.
Iran took the big leap in the early 1990s when they acquired three Kilo 877/636 type diesel electric submarines from Russia. The 2300 ton Kilos are long range subs capable of operating throughout the Indian Ocean (from South Africa to Australia). The Kilos have six 533mm (21 inch) torpedo tubes and 18 torpedoes (including one or more Shkval rocket torpedo) or 24 mines. Very similar to the world-standard diesel submarine, the 1800-ton German Type 209, the Kilo is a formidable foe and can stay at sea for up to 45 days, which makes it capable of long range patrols, like a recent one in the Red Sea. That, in fact, was the farthest any of the Iranian Kilos have ever travelled from home. The Ghadirs are strictly for coastal work or missions out into the Persian Gulf.

Chinese PLAN Latest Type 041Class Yuan Diesel-Electric Submarines SSK

Although not nearly as "shocking" as the recent photo release of the PLAAF's J-20 stealth fighter, the first definitive photos of the latest Type 041 (NATO designation: Yuan) class diesel-powered submarines (SSK) nevertheless shed light on another critical asset of the PLA's modernization efforts.

While the exact new features of these 2 SSKs remain predictably shrouded in secrecy, some PLA enthusiasts have speculated that the new SSKs will include new sonar and surveillance systems, some have even speculated that the newest models will be capable of vertically launching cruise missiles from their lengthened sails - the most noticeable new feature of the latest 2 Yuan Class SSKs being constructed in Wuhan. It is also widely believed that the Yuan Class SSKs include air-independent propulsion systems on board (as subtly implied by a PLA Daily article dated 23 Oct 2009), allowing for quieter patrols of longer endurance.


 

Pakistan Signs Deal with China to Co-produce Six Subs With The Technology that India Wants

Even as India has announced its intent to have new generation diesel-electric submarines, Pakistan has gone ahead and signed a deal with long-standing ally China to produce submarines with the same technology that India wants.
The Pakistan Navy and China’s Ship Building Corporation signed a deal that got the seal of finality during the visit of Chinese Premier Wen Jiabao to Pakistan last December. Indian security agencies in know of the matter have cautioned the government that this could tilt the balance in favour of the Pakistan Navy in the Arabian Sea.

India is looking to spend Rs 50,000 crore to acquire six new diesel-electric submarines that will be equipped with air-independent propulsion (AIP) technology to boost operational capabilities. Conventional diesel-electric submarines have to surface every couple of days for oxygen to recharge their batteries. A submarine using AIP technology can stay submerged for 12-15 days at a stretch, thus increasing its capacity to hunt down enemy warships without being detected. Nuclear powered submarines can stay underwater for even longer periods.
Under the latest agreement, China will co-produce six AIP technology submarines with Pakistan. Currently, the neighbouring navy has only one submarine -- PNS Hamza. Pakistan is also looking at an AIP system produced by a French or German maker to fit on to the Chinese made hull of the vessel, said an official.

What is worrying for India is the known pace of Chinese construction. China could well provide three-four new generation AIP technology submarines to the neigbouring country within two years. The Chinese had supplied four frigates to the Pakistan Navy in 18 months flat! The two nations have also co-produced the single-engine J-17 fighter that was inducted into the Pakistan Air Force last summer.

For India, it could take upto five years to induct its first such submarine, as it will have to go through the process of trying out offers from various global bidders before ordering the vessels.

The Indian Navy has a bigger fleet in terms of number but it is dwindling and will be down to eight conventional diesel-electric vessels by 2015. By then, the first of the six under-construction Scorpene submarines will join the fleet followed by five more till 2018. The AIP technology vessels will follow later. Going by estimates, Pakistan would complete the induction of its fleet of AIP technology vessels by the time India starts off with its line of such submarines.

However, India will maintain its edge over Pakistan in case of nuclear-powered submarines. It hopes to induct the Akula-II Class attack submarine K-152 Nerpa on a 10-year lease from Russia in the next few weeks while the first indigenous nuclear submarine INS Arihant is expected to be inducted by early-2012.

Indian Navy Chief Admiral Nirmal Verma has already declared that nuclear-powered submarine INS Arihant would be on ‘deterrent patrol’ to provide the ability of a retaliatory ‘second strike’ if the country faces a nuclear attack.

The Navy will issue a global tender for procuring six next generation submarines worth over Rs 50,000 crore by the end of this year. "The government has cleared Project-75 India which is the next lot of six submarines... At the moment we are going with the Request for Information (RFI) process, I hope within this year we would be able to push off the tender," Navy chief Admiral Nirmal Verma told reporters on the sidelines of a submarine seminar.
Project-75 India is a follow on of the Scorpene submarine project, six of which are being built by the Mazgaon Dockyards Limited (MDL) under a Rs 20,000 crore deal with French company DCNS.

With a depleted submarine strength, the Navy is planning to induct over 12 submarines in the next 10-12 years. The plans have also suffered a setback in view of the delays in the construction of the Scorpenes in Mumbai.
Talking about the capabilities of future submarines, the Navy chief said, "It will be a different boat in the sense that we are revising its Qualitative Requirements. Along with better sensors it will also have better hiding capability, improved detection range and combat management system."
He said the Navy would go for the Air Independent Propulsion (AIP) systems for the submarines, which would enhance their capability of remaining submerged in water for a longer time period.
On the weapon systems to be put on the next line of under water vessels, Verma said Navy was planning to use a mix of indigenous torpedoes along with the missiles which are being deployed on the Scorpene submarines.
To a question on safety of Indian fishermen being targeted by the Sri Lankan Navy, he said, "The issue was highlighted during the visit of the Sri Lankan President also. The joint working group on fisheries is supposed to address these issues and that is the way to resolve it."
He denied knowledge of any apprehensions expressed by China on India's forthcoming exercises with the navies of the US and Japan. "You have to bear in mind that it is not the first time these exercises are happening. I am not aware of any such apprehension," he said.





On the annual exercise TROPEX, the Admiral said that besides elements from army and air force, the navy would also include its amphibious elements for the first time in the exercise.
"TROPEX in terms of involved expenses and platforms is the largest exercise we have. This time we have huge amphibious elements including the participation from army and the air force," he said.
Indian Navy inducted its first amphibious warship INS Jalashwa from US in 2007.

Pakistan Navy Seeks 6 Joint-development Submarines From China



Pakistan is planning of buying six more submarines with options for joint development of future submarines with China. The reason for that is, because Pakistan is seeking for ways to strengthen its under-sea warfare capabilities.

For now it is unknown what the class of the submarines is, but according to anonymous information Islamabad required an advanced under-sea vessel with air independent propulsion (AIP) system. This system will give the submarine the capability of staying submerged for longer and operating noiselessly.

The federal Cabinet of China was asked by the Defence Ministry to approve the purchase of the submarines in order to counter the “rising threats” for Pakistan. At the moment the Pakistan Navy has five active diesel electric submarines and 3 midget submarines. The submarines include Agosta-90b which are going to be equipped with MESMA AIP system, and Agosta-70.
 
 
 
 
Pakistan’s Defence Ministry informed the Cabintet for the force imbalance in the country’s Navy when it comes to the number of ships and submarines used in the fleet. The Navy is planning to acquire six AIP conventional submarines which will be able to operate in multi-threat environment under tropical conditions. After this deal is approved, the Pakistan Navy and China Shipbuilding and Offshore Corporation are expected to sign a contract for the joint development and production of submarines.
The “urgent naval requirements” aren’t discussed for the first time as they were an issue discussed by President Asif Ali Zaradari during his visit to China in 2009. This problem was also discussed during Chinese Premier Wen Jiabao’s visitation to Pakistan in December 2010.

The Naval Headquarters are pursuing the purchase of submarines from Chinese authorities due to the fact that they will receive full firm support for the submarine project. According to the proposed contract, four submarines will be manufactured at a Chinese Shipyard while the other two will be constructed in Pakistan.
The Co-development will not only include projecting and manufacturing, but also training of Pakistani personnel, upgrades of Pakistan Navy’s shipyard and other things. At the moment Pakistan is finalizing a deal of inducting 36 J-10 fighter aircraft from China in a deal which has an estimated worth of over USD 1.4 billion.

Islamabad and Beijing are also collaborating to build an advanced fighter — JF-17 Thunder.

Russian Navy Planning To Get 10 Graney Class Attack Submarines By 2020




Russian Navy is planning to commission up to 10 Graney class nuclear-powered attack submarines by 2020, a high-ranking Navy official said.

"We are expecting to receive about 10 new Yasen [Graney] class attack submarines in the next ten years," the source told RIA Novosti on Friday.

The first Graney class sub, the Severodvinsk, will enter service with the Navy by the end of 2011. The second vessel, the Kazan, is being built at the Sevmash shipyard in the northern Russian city of Severodvinsk.

The construction of the third Graney class submarine will begin in 2011.
Graney class nuclear submarines are designed to launch a variety of long-range cruise missiles (up to 3,100 miles or 5,000 km), with conventional or nuclear warheads, and effectively engage submarines, surface warships and land-based targets.



The submarine's armament includes 24 cruise missiles and eight torpedo launchers, as well as mines and anti-ship missiles.

Thailand Agrees To Buy Two German Second-hand Type 206A Diesel Electric Submarine

The Thai government has agreed to buy two second-hand Type 206A diesel electric submarines from the German Navy.
Payment for the purchase - which is understood to be about USD220 million - has not yet been secured, although funds are expected to be sourced from the defence budget for Fiscal Year 2012 (FY12), which commences in October.
The German Navy decommissioned four Type 206A submarines in mid-2010. The boats are 35 years old and were originally due for decommissioning between 2011 and 2015. As part of a defence review carried out by Berlin, the German Navy brought the boats' retirement date forward to save operational costs.
A senior officer from the Royal Thai Navy (RTN) told Jane's on 21 March that officials from the German Navy visited the country in late 2010 and offered the submarines to Thailand. He added that German submarines had been selected ahead of those offered by South Korea and China, who had made available Type 209s and Type 039s respectively. The RTN also held discussions with Swedish shipbuilder Kockums about the availability of Gotland-class submarines.

Russian 1st Borey Class Submarine To Get Bulava Ballistic Missiles



A missile production plant in southern Siberia has produced enough Bulava ballistic missiles to complete its tests and arm the first Borey class strategic submarine, Deputy Prime Minister Sergei Ivanov said on Monday.

"A batch of missiles sufficient to finish the tests and equip one submarine has been produced already. Larger production would cause the missiles to stock up," Ivanov said after a meeting of defense industry officials in the southern Siberian republic of Udmurtia.
 The Bulava (SS-NX-30) submarine-launched ballistic missile carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles).

Despite several previous failures, officially blamed on manufacturing defaults, the Russian military has insisted that there is no alternative to the Bulava and pledged to continue testing the missile until it is ready for service with the Navy.

Russia is planning to conduct at least four Bulava test launches this year and deploy it on the new Borey class strategic submarines.
The tests launches will most likely be conducted from the Yury Dolgoruky.


The Yury Dolgoruky, which has recently completed sea trials in the White Sea, is expected to enter service with the Russian Navy in the near future, pending the outcome of the Bulava testing.

Three other Borey class nuclear submarines, the Alexander Nevsky, the Vladimir Monomakh, and Svyatitel Nikolai (St. Nicholas) are in different stages of completion. Russia is planning to build eight of these subs by 2015.

Indian Navy Crew Undergoing Training Onboard K-152 Nerpa Nuclear Attack Submarine

Russian Navy Staff Admiral confirms that a K-152 Nerpa attack submarine will be leased to the Indian Navy by October 2011. The quote was made with the condition of anonymity.

Previous reports had indicated that the submarine was already delivered to India. However now it appears that an Indian crew is undergoing training on-board with Russian instructors.



"The submarine is completely ready for transfer. An Indian crew is currently training aboard with Russian instructors,"

"This should be completed before October: We're running late as it is,"

Venezuela will be incorporating several “non-atomic” submarines



Very soon “we will have our submarines cruising” which will be “normal submarines”, with no nuclear capacity at all, pointed out Venezuelan president Hugo Chavez, in anticipation of any criticisms “that could suggest such an option”.
“We will be launching our own submersibles. They won’t have atomic bombs, I’m saying so now, so they don’t accuse of us of becoming nuclear”, insisted the Venezuelan leader during his Sunday radio and television program “Aló Presidente”.
“They are normal submarines, they have conventional weapons, radars and all the rest, and a great capacity”, he added.
However he did not give any clue about the origin of the submarines.
Nevertheless it is believed they are Russian built, since their incorporation was begun to be talked about back in 2005.
Apparently they are three diesel-electric powered subs of the “Varshavianka” class, project 636 (‘Kilo’ according to NATO nomenclature), at a cost of over a billion US dollars of which 800 million were financed by Moscow.
The ‘Kilo’ class submersibles are third generation equipped with four 533 mm torpedo launchers and ten missile launchers from cruise Club-S.
These weapons could enable the subs to attack fixed or mobile submerged, coastal or sea surface targets under conditions of intense “radio-electronic” interference.
Currently the Venezuelan navy has two German built submarines U-209, launched in 1975 which were refurbished but are considered of “limited action” for the current scenario.

India In Talks With Germany To Upgrade HDW Vessel Capabilities

With the Scorpene submarine project getting delayed, India is holding talks with Germany to upgrade the capabilities of its HDW underwater vessels.

Discussions in this regard are being held between the two countries at the ongoing fifth Indo-German Defence Committee meeting here, Navy sources told agency.

"Our submarine fleet is depleting and numbers are expected to go down with the delay in the Scorpene project.

The talks are on with German officials to upgrade the existing fleet of four HDW submarines," they said. 



The HDW submarines, also known as Shishumar class in the Indian Navy, were procured from Germany in the mid 80s and the last of it was inducted in 1990-91.

Under its Project-75, Navy was planning to induct the first Scorpene submarine by 2011 but due to delays on part of MDL and the Navy, the first induction is expected to take place only by late 2015.

Due to the delays in the project, the Government has decided to upgrade the existing fleet of Russian origin Kilo class and the German vessels.
A few of the Kilo class submarines have already undergone upgrades in Russia and have been fitted with new weaponry and other superior sensors and systems.

During the meeting, the two sides will also hold talks to enhance cooperation in anti-piracy operations and patrolling of important sea routes in the pirate-infested areas, sources said.

The two countries have so far held discussions on enhancing military to military cooperation through joint exercises and training drills.

India’s Secret Base For Nuclear-Submarines Underway




India’s first operational base for nuclear submarines, being developed secretly, for which the government has sanctioned close to Rs 160 crore in the new budget is underway.


While more than Rs 58 crore has been allocated for civil works related to the base, the rest will be spent on developing under-water communication systems for the nuclear subs so that the boomers can communicate with each other and also the base station.

Being developed under the code name Project Varsha, the nuclear submarine base will be located at an undisclosed location off the eastern coast.

The work began almost two years ago and Navy spent about Rs 18 crore on the project in the last two years.

The first two occupants of the base will be the indigenous “INS Arihant” and the Russian nuclear submarine Nerpa, which India will hire from Russia.


Arihant will be inducted by 2012 implying that the Nerpa may arrive soon as the naval officers and sailors need on-board training in the nuclear submarine before taking up the responsibility of operating the Arihant.

Once the two nuclear-powered submarines are in operation, the new base will be a strategic naval asset. The plan is to make the underwater base as good as the Chinese N-sub base on Hainan island.

Communication link being crucial for nuclear subs that can remain underwater for months, the government has sanctioned Rs 100 crore in the budget to develop the very-long frequency communication system for the boomers and the base. The same project received only Rs 15 crore last year.

The “INS Arihant” was launched in July 2009. Initially, it was to undergo sea trial for two years before induction. Now, the deadline has been pushed to 2012 though the Navy did not elaborate on the reasons for delay. Two indigenous nuclear subs that are believed to be under construction are likely to be ready by 2020.

New Delhi is also understood to have signed a secret $650 million inter-governmental agreement with Moscow for leasing the second Akula class submarine to the navy for three years.

However, there is delay in the leasing process too, the reason for which may be the absence of a suitable parking place for the boomers.

The berthing facility created for the INS Chakra—the Akula class nuclear submarine which India hired from Russia in 1989 for years—has long been taken up for other purposes.

With new developments regarding the purchase of new attack submarines for Pakistan Navy, Brasstacks analyses in depth the repercussions of recent news to buy Chinese submarines once again dumping the much needed German Type 214 submarines.
There are reports that the government is eyeing acquisition of Chinese smaller submarines, which once again tantamount to risking the national defense, especially keeping in view the Indian ambitions to create naval hegemony in the Indian Ocean by outclassing Pakistani and Chinese navies.
This paper is a continuation of our earlier analysis of the same matter discussed in last month’s issue of Brasstacks; wherein we have explored the pros and cons of choosing French Submarines ignoring the German bid. In this paper we give you a more meticulous rationale regarding why Pakistan Navy requires German submarine Type 214 instead of the Chinese or French.

Keeping in view Pakistan’s maritime threat perceptions vis-à-vis existing deficiency in the number of submarine platforms, funds were allocated in Armed Forces Development Programme (AFDP-2019) for early purchase of new submarines to counter the ever growing Indian Navy threat in Pakistan’s Area of Interest. Process of acquisition was thus accordingly initiated in 2004, when a Naval Service Requirement (NSR) based on Pakistan Navy’s threat perception and peculiar operating environment was prepared and subsequently approved at Naval Headquarters. German Type 214 (commonly known as U-214) submarine was finally selected after a painstaking and detailed technical evaluation process involving all tiers of the Navy and approval acquired at highest forums. Moreover, concurrence from top Government hierarchy was also obtained under the personal guidance of then Chief of the Naval Staff Admiral Muhammad Tahir NI(M).
Type 214 submarine is the most modern, quieter, state of the art, air independent propulsion system (proven fuel cell technology) fitted platform; capable of undertaking full spectrum of offensive missions in shallow as well as in deeper waters. This class of submarine guarantees, accomplishment of all present and future missions assigned to Pakistan Navy Submarine Force with full effectiveness and lethality. Type 214 submarine with its present day capabilities can also be very effectively pitched against the Indian Akula II and Arihant (ATV) nuclear submarines. As of today, 22 Type 214 submarines (02 Portugal, 04 Greece, 10 South Korea, 06 Turkey) have been contracted. The above numbers also invalidate the baseless allegations levied against its technical aspects, especially by the Hellenic Navy, which is presently seeking delivery of her 2nd Type 214 submarine from the German Yard. Interestingly, this submarine incorporates similar equipment (weapon & sensors) which are also installed on other German origin submarines operating worldwide e.g. Type 212A, Type 209s etc. Therefore, such a large family with common range of equipment is likely to provide sustained post induction spares supportability as well, an operational flexibility that Pakistan Navy lacked in Agosta90B  deal.


The looming threats and operational compulsions necessitate Pakistan Navy to acquire this submarine as soon as possible. Reconsidering other options now, like smaller submarines or Chinese platforms, when already a substantial time has been spent on thorough evaluation of submarines earlier, would result only in distraction from the main cause. A grim situation, ending up yet again, in opting for “a Platform not of Navy’s choice“, and with many serious implications that would be faced in times to come. Lessons, if learnt from earlier project, might affect the decision makers this time. The Chinese considerably lack in conventional submarine technology as compared to their western counterparts. The country itself maintains a fleet of Russian origin Kilo class submarines. Hence, Chinese built platforms cannot guarantee the quality and capability that Pakistan Navy is looking for.

India on the other hand is following an ambitious and a progressive submarine acquisition programme. India has planned to acquire 24 conventional submarines, 02 x AKULA II nuclear submarines from Russia by the year 2010, indigenous nuclear submarine platform ATV ARIHANT has already been launched (based on Akula I design). 1st batch of French made 06 x Scorpene submarines will be delivered to Indian Navy by 2016.

In addition, request for 2nd batch of six more conventional submarines has also been floated by India and HDW (German yard) is also one of the contenders. Presently, the HDW has not shown any active interest for the Indian request but if Pakistan Navy’s project is not materialized, possibility of offering Type 214 submarines to India by Germany may be likely. Moreover, HDW has also declined (for the time being) Indian Navy’s request for supply of plug-in Fuel Cell (AIP system) for Scorpene submarines, which may also get materialized in the aforesaid case. It is noteworthy to reveal that Indian Navy is also acquiring the same Heavy Weight Torpedo for their Scorpene submarines, which have successfully been inducted onboard Pakistan Navy submarines as well. This simply reflects the superior & proven quality of German weapons and systems.
Given the number advantage and nuclear submarine technology available with Indian Navy, the only available option for Pakistan Navy is to maintain the qualitative conventional submarine edge over its arch rival that it had enjoyed so far. However, Pakistan Navy would find it difficult to deter the growing Indian Navy’s threat from its modern surface, air and sub-surface platforms, if Type 214 submarine is not acquired expeditiously. Time is of critical essence and any inauspicious decision would slip the submarine acquisition programme far beyond in schedule and below the required standards that might be impossible to cope up with.
Presently, official policy of German government is fairly supportive with respect to Pakistan’s defense needs and has already reiterated its assurance for supply of these submarines to Pakistan despite consistent heinous Indian propaganda and their hue & cry even in the German parliament. With Angela Merkel nominated as the German chancellor for the second time; all is set for finalizing the deal at the earliest. A strategic partnership with a German construction yard (HDW) at this time juncture would contribute a lot towards any of our future programme in terms of construction expertise, complex processes, project handling, spares supportability and most importantly the transfer of design capability. Therefore, going for German submarines will have huge benefits for Pakistan Navy in capability building as well as top of the line modern conventional submarines in her inventory.
But there exists a mysterious silence despite the fact that time, tide and technology favour us. It appears that a deliberate move is underway from the corrupt and unpatriotic echelons to prevent Pakistan Navy from achieving its well deserved destiny. French kick backs and commissions would be difficult to resist but it has to be realized and understood that the Submarine Force serves as the backbone of Pakistan Navy; and is the most potent and offensive arm that is well recognized and respected in the region. This prestigious silent service has always proven its mettle in all wars & conflicts. The known ferocity of our submarines has always kept Indians away from any kind of sea aggression. It is up to the Pakistan Navy to take a stand this time, whether to uphold and preserve the National honor or to compromise the National Security needs, just by remaining aloof and letting go of such a valuable window of opportunity. Pakistan cannot afford this fatal mistake.

Pakistan Navy To Get 6 QING Class Submarines And 2 Typ 054A FFGs From China


In the past it Has been Reported that Pakistan is getting  039 class "Songs" or 041 class Yuan class From china But now reports emerge that it is the latest variant of 041 class named "QING" class submarines for which a deal was inked for 6.

The first Qing class built for Chinese Navy was launched last year and will be going through the sea trial this month 6/2011 which will include the firing of CJ-10K LACms with a range of 1,500 KM. 


The deal was signed between Wuhan-based China State Shipbuilding Industrial Corp (CSIC) and Pakistani Government in April 2011 is for 6 Qing class submarine, These submarines will be double hulled with a submerged displacement of 3,600 tons. It will be equipped with the new Stirling-cycle AIP and will be able to carry upto 3 CJ-10K which could carry nuclear warheds, Other features include hull retractable foreplanes and hydrodynamically streamlined sail. The AIP and the propulsion systems will be all electric and not the diesal electric propulsion system making the submarines very quiet. This propulsion system has already been tested on a number of heavier Chinese submarines.
And In the other development is Pakistan has also signed a deal for a 10 year leaso of 2 Type 054A FFGs. The two ships that Pakistan will receive are serial number 525 and 526 inducted in PLAN in 2005.

Russia ResumesTest Fires OF Bulava SLBM

Russia resumed tests of its troubled Bulava submarine-launched ballistic missile, a Defense Ministry spokesman said on Tuesday.

It was launched from the Yury Dolgoruky nuclear powered submarine in the White Sea, Col. Igor Konashenkov said.

The launch - 15th in the Bulava's history - was successful "by all parameters," he said, adding that it hit a designated target on the Kura test range in Russia's Far East Kamchatka region some 6,000 kilometers to the east.

The previous test was conducted on October 29, 2010.

Only seven of the previous 14 launches were officially declared successful, although some military experts say that many of those were also flawed.

Despite several previous failures, officially blamed on manufacturing faults, the Russian military has insisted that there is no alternative to the Bulava.

The Bulava (SS-NX-30) SLBM carries up to 10 MIRV warheads and has a range of over 8,000 kilometers (5,000 miles). The three-stage ballistic missile is designed for deployment on Borey-class nuclear submarines.

Russia set to take part in new Indian submarine tender With Its Amur 650 Class Submarines


Russia will participate in a new tender on the delivery of six diesel-electric submarines for the Indian Navy, the state-run exporter Rosoboronexport said.

Russia dropped out of the first Indian submarine tender in 2009.

"There is a new tender, with the new requirements, and together with [Russia's] Rubin design bureau we are making a proposal to India for Amur 650 class submarines," Azizov told reporters at IMDS-2011 naval show in St. Petersburg on Friday.

Azizov said that Amur class is a fourth-generation vessel, and "Russia has all chances to win the tender."

The Indian Navy said in February it will announce a global tender for procuring six next generation submarines worth about $11 billion by the end of 2011.

India is building six Scorpene submarines the Mazgaon Dockyards Limited (MDL) under a deal with France's DCNS. However, the Indian side said it would need submarines "with better stealth capability, improved detection range and combat management system."

According to Azizov, Amur class subs match these requirements perfectly, as their sonar signature level is several times less than that of Kilo class submarines which are considered at present the most silent in the world.


In addition, Amur 650 could be equipped with the Air Independent Propulsion (AIP) systems on the basis of fuel cells to increase considerably the endurance and cruise range in a submerged state.

Vietnam To Have Submarine Fleet OF Six Kilo 636-Class Subs In 6 years: Report

Vietnam will have a submarine fleet within six years, the defense minister confirmed in reports on Thursday, as China's increasing maritime assertiveness causes regional concern. 

Russian media reported in December 2009 that Vietnam had agreed to buy half a dozen diesel-electric submarines for about two billion dollars, but Hanoi had not previously commented on the deal.
 
“In the coming five to six years, we will have a submarine brigade with six Kilo 636-Class subs,” Defence Minister Phung Quang Thanh was quoted as saying by the state-controlled Tuoi Tre newspaper.


Thanh said the fleet was “definitely not meant as a menace to regional nations,” according to Thursday's report.

“Buying submarines, missiles, fighter jets and other equipment is for self-defense,” he was quoted as saying, without specifying how Vietnam was paying for the naval investment.

“It depends on our economic ability. Vietnam has yet to produce modern weapons and military equipment, which are costly to import,” he said.
Economists say the country's economy is in turmoil with galloping inflation, large trade and budget deficits, inefficient state spending, and other woes.
Much of Vietnam's military hardware is antiquated but this week it received the first of three new coastal patrol planes for the marine police, announced the manufacturer, Madrid-based Airbus Military.

When news of the Russian deal first emerged, analysts said the acquisition aimed to bolster Hanoi's claims against Beijing in the South China Sea, where the two sides have a longstanding territorial spat that has recently flared.

Tensions were heightened in May when Vietnam accused Chinese marine surveillance vessels of cutting the exploration cables of an oil survey ship inside the country's exclusive economic zone.

Other nations in the region have accused China in recent months of becoming more aggressive in enforcing its claims to parts of the South China Sea.
The Philippines, Malaysia, Brunei and Taiwan also have overlapping claims to all or parts of the waters, believed to be rich in oil and gas deposits.

U.S. Navy: Cost of Ohio Class Subs Down $1 Billion


    
The Navy has been able to reduce the expected cost of its Ohio Class submarine replacement by more than $1 billion with an overall goal of trimming more than $2 billion per vessel, according to the Pentagon's top weapons buyer.
Pentagon officials have generated the extra cost savings by examining the drivers of cost in the vessel's design, according to Pentagon acquisition executive Ashton Carter.
Originally, cost estimators projected the SSBN(X) price tag at about $7 billion per submarine. The submarine's cost is now down to $6 billion with a goal of getting the cost down to $4.9, Carter said during a Feb. 22 presentation at a Center for New American Security event in Washington.
If the Navy were forced to pay $7 billion per submarine, it would not be able to afford any other ships, Carter said.
This same approach of looking at the drivers of cost in a weapon's design will be used during upcoming acquisitions, including the Air Force's new bomber, a Marine Corps effort to field a new helicopter for presidential transport and the Army's Ground Combat Vehicle, Carter said.

Indian Navy Submarine strategy

India's emphasis on undersea warfare is growing, but too slowly for many experts. Today, the Indian navy's submarine fleet - India's "silent service" - is beset with numerous problems and delays. 

In China, the People's Liberation Army Navy (PLAN) shows no sign of backing off its plans to gradually increase its presence in the Indian Ocean. This influx of Chinese naval vessels does not pose an immediate threat to India's national security, but the situation could change. 
Russia, however, may wield considerable influence over the flow of events. While Russia continues to serve as a vital cog in the vastmachinery that is driving the PLAN's construction and development of a modern submarine fleet, American submarine historian and expert Norman Polmar sees ample evidence that Russia is selling India better undersea than those it is selling China.

"China, unlike India, is a natural enemy of Russia, and despite China's distrust of Russia, the Chinese deal with the Russians because the Russians possess submarine and antisubmarine technologies that the Chinese want," said Polmar. "This is solely an economic relationship involving China as a customer whereas the Russian's longstanding military assistance relationship with India is based on a need to sustain both its economic and geopolitical bonds that Russia deems very important to its overall security."

At the same time, the US decision to sell India sophisticated anti-submarine warfare (ASW) aircraft known as P-8 India (P-8I) is significant as well in terms of countering any Chinese sub activities in the Indian Ocean. Although US Defense Secretary Robert Gates might have a submarine surprise up his sleeve for Indian Defense Minister A K Antony who is currently in Washington for talks, this seems unlikely given the current restrictions on high-tech exports to India.

"Keep in mind that in the P-8I aircraft, India is getting an ASW
paltfom from the US, not comprehensive and advanced ASW systems such as sonar, or magnetic anomaly detectors," said Polmar.

China is well aware that India has another option at its disposal. Polmar agrees that India could quickly adopt and update the naval aviation strategy that the Soviet Union devised in the 1950s. By adding several 21st-century refinements and technological advancements - the P-8I takes India in that direction - India's degree of control over the Indian Ocean could be reinforced considerably, far surpassing what the Soviets achieved in the Western Pacific and elsewhere.

The naval aviation model looms large because India has only 16 submarines today, including 10 Russian-built Kilo-class diesel-electric submarines; four German Shishukumar-class subs; and two Russian Foxtrot subs which are used primarily for training purposes.

In June, India signed a US$80 million contract with Russia's Zvezdochka shipyard for the fifth in a series of overhauls and upgrade
of its Kilo subs. This overhaul commenced in August. 

Then in July, the Indian government allocated US$11 billion (over 500 billion rupees) for the development of six next-generation diesel submarines under Project-75 India (P-75I). With their air independent propulsion systems, these new subs will offer major operational advantages, and much to Pakistan's chagrin in particular, they are envisioned as stealthy, land attack subs.

"India's submarine force has declined because a good number of older subs will be retiring very soon - the Kilos start retiring in 2013, for example - and an insufficient number of newer subs have been acquired to replace them," said Dr Rajeswari Rajagopalan, senior fellow in security studies at the Observer Research Foundation in New Delhi.

"India's submarine fleet remains a coastal fleet because of a lack of nuclear-powered subs, and its reach is limited because the missiles on these subs have limited range. Finally, the focus of the Indian navy's attention also appears to be on large surface ships rather than submarines, which is hindering development of the sub fleet."

In mid-2009, India launched a nuclear sub, the INS Arihant. It is currently designated as an Advanced Technology Vessel (ATV), and it is undergoing sea trials. If all goes well, Arihant might be transferred to the Indian navy by the end of 2011. Plans call for two more ATVs with a goal of building five or six new nuclear subs. It is still unclear whether these ATVs are nuclear strategic missile subs (SSBNs) or simply nuclear - powered attack subs (SSNs).

"Some estimates suggest that if India is to maintain an effective nuclear triad [from air, land and sea], India would need at least a fleet of 24 subs, though this is likely out of India's reach,' said Rajagopalan. "Meanwhile, a Russian nuclear-powered Akula II SSN - the K-152 Nerpa - has departed Russia for India under a 10-year lease."

Absent any replacements or additions to its existing fleet, the most upbeat assessment is that India's sub fleet could be reduced to around nine by 2014 or 2015. In fact, the Indian navy has already notified the government that there is strong possibility that only nine subs might be in service by 2012, and just five in the coming years. No matter which projection proves to be accurate, the result is still a single digit total.

India is in the process of getting six Scorpene subs from the French - with an option of six additional subs - to be built at the Mazagon facility in Mumbai under the supervision of French technicians, but this procurement is experiencing a slowdown. Mazagon Docks in Mumbai will construct three of the six, Hindustan Shipyard Ltd in Visakhapatnam will construct one, and the other two may be procured from foreign sources or built by another private shipyard in India

"The delivery of the first of the French Scorpenes, which was supposed to enter service in December 2012, has been delayed. Antony addressed this situation in parliament only a few weeks back. This will clearly impact upon India's undersea force levels," said Rajagopalan. "India has about 35 private shipyards, of which L&T [Larsen & Toubro Ltd] and Pipavav are believed to be competing to build the two submarines, of the six planned."

Some doubt that these two will be built in India after all.

India must focus on meeting its planned timetable for new submarine deployments to avoid critical challenges in the next decade. Among those who argue for submarines, there have been disagreements over whether to pursue nuclear-powered or conventional submarines. In fact, under the original P-75I program, there was a 30-year Submarine Construction Plan approved in 1999.

"Internal disagreements within the navy, however, have substantially undermined that plan. The fact that last two naval chiefs were naval aviators who did not appear to have great interest in allocating limited available funding for sub programs did not help matters," said Rajagopalan.

According to some reports, once Antony became defense minister in 2006, all the decisions relating to the nuclear triad were put on hold. Antony reportedly was of the opinion that decisions involving India's strategic nuclear program should be taken by the Prime Minister's office
. In the process, there was little or no real progress concerning any additional SSNs and SSBNs.

"Dr VK Saraswat, director general of India's Defense Research and Development
Organization [DRDO] is of the view that SSNs can be developed easily once DRDO gets the go-ahead. He had noted that the essential difference is the weaponry and accordingly the size, but the  design and integration remains the same," said Rajagopalan. "Meanwhile, the Indian Atomic Energy Commission is continuing with its work on nuclear steam reactors for the ATVs which are powered by light-water reactors using enriched uranium as fuel."
